You should post the said benchmark for better understanding. Basically there are some prerequisites to let Quartus integrated synthesis tool recognize a state machine, that are discussed in the Quartus Handbook in chapter 6 recommended hdl coding styles under general coding guidelines, state machines. The code - if syntactically correct - should work also without recognizing a state machine.
