some problem about PLL

I have two fpga boards. I download a programe in the two board. One of it does not work. Then I find that if I don't use PLL the two board work properly. I think if the board can't work but the other can work, I think it is the board have problem. But when didn't use pll the board can work properly. the pllproblem is not a hardware problem. I am confused. Who can help me.(I use the EP2C8Q208CT and use the pll with megawiazd)

    Yes I did it. I use download one programe to two fpga board. One of board

    can work properly. The other can work properly without pll , but cann't work properly with pll. I don't know it is a hardware problem or sofeware problem.
