RTP/RTCP on CycloneIII

Hello, i have device with Cyclone III (40k LE) and Marvell-88E1111. How do i start create rtp/rtcp protocol? Does Triple Speed Ethernet generate IPv4 and UDP header? Or do i must generate this?...
