Problem in setting up the license for Quartus 16.0

I have the license.data file download and the license perfectly works for Quartus 17.1 version. However, for Quartus 16.0.1 version, I have trouble with the license. It seems the local information can be set in the older version of the Quartus. Do you have any idea what might be wrong ?

    Not a clue. If you have the software pointing to the license file, it should work. Perhaps your license does not cover 16.0.
