PCB footprint for Cyclone III

We could download the Altera FPGAs' footprint for Cadence easily. But I can't find the pads included by the footprint in the download files. An error occurred when I imported logic net to allegro because it couldn't find the pads used in cyclone III device. Any help?

    you can convert the decal by the tools in PADS,my pads is pads2007,altera give the file pt4,

    2007PADS\SDD_HOME\Programs\Libconv4_07.exe,put the new files in lib
