1) Stupid question : do you get errors before or while generating ?

2) Altera suite uses java, perl, Tcl... So maybe your antivirus or HIPS does sandbox the app. From my experience, Comodo Firewall doesn't like Quartus Qsys and Nios EDS, I had to launch 10 times so as Comodo to accept and remember.
