Nios II overlays

I have been given the job of figuring out how to implement code overlays on the NiosII.

It seems like you need to be able to name the overlay sections and that you can do this with the BSP Editor. However, we are currently running V6.1 of the Quartus/Nios tool set and it doesn't appear to have a BSP Editor.

Am I on the correct track with the BSP Editor approach?

What version of the Altera tools supports the BSP editor?
