i have read the handbook, i think it's possible to Question 1, as long as I can accept the device don't enter user mode while some bank has no power.

what about question 2: if i set some pin to 1.8V in quartus, and apply 3.3V to VCCIO, will that pin work as a 3.3V LVTTL pin?
