Although you can run your IO at 2.3V, using the 2.5V settings, you will be out of spec. (Or at the low extreme of the spec). This would mean that although it will probably work, it really depends on what you are connected to. If the other device has CMOS inputs (VS LVTTL) and is also running on the 2.3 supply you are probably OK, but just de-rate your timing requirements a bit in your constraints. The timing models are for min/max voltage/ temp /process corners. Pete
