I might be experiencing the exact same problem, so I'm going to describe it here hoping it helps Akanimo, too.
After reading the User Guide's section on how to install the Dev-Kit
http://www.alteraforum.com/forum/attachment.php?attachmentid=12995&stc=1 I expected to download an executable installer file, but instead got a zip-Archive of the installed Dev-Kit's directory structure.
I manually created the required directory structure
http://www.alteraforum.com/forum/attachment.php?attachmentid=12996&stc=1 in Quartus' installation directory, but am still not able to launch the
board test system. All I get is a warning prompt telling me 'No JTAG cable is detected or selected.'.
The USB-BlasterII driver seems to be installed correctly, since the Device Manager shows two different JTAG cables (JTAG interface and System Console interface). Further more running the
jtag chain integrity test in Quartus returns that the 'JTAG chain connection is good and consistent.'.
I tried updating the path varibale as described by the HowTo downloadable at
https://www.altera.com/support/support-resources/knowledge-base/solutions/rd01292013_416.html, which didn't solve the problem. It seems that the installer does some more configuration, which I don't know and therefore can't do by hand myself.
Hopefully somebody knows what to do or where to find the installer executable?
