Main clock voltage levels for Cyclone III

Hello! I have developed a custom board using a Cyclone III and (surprise) it isn't working. My design is based on another similar design that is known to work, so I don't think I'm too far of...

Thank you ! I will go back to check the board's solder, and maybe consider to make a new board.
