LE and Memory transistor cost?

Hey, I have 4 design options .. each taking different number of LEs and Memory space .. I need to relate them to each other in terms of hardware cost and compare .. (i am using cyclone II) ...

You can also calculate from the numbers given in the paper, that the area occupied by one LE is about 70 times the area of a memory bit.
