JTAG communication error

I have been using the JTAG commands: open_device -hardware <hardware> -device <device> for a while. Suddenly it stopped working with the message:

JTAG communication error detected.

It can be caused by the hardware failure or signal integrity in the JTAG chain. Try to restart.

However, programming the device is okay. It's when open_device is called.

Any idea?
