Is DDR2 PHY in Stratix IV device hardcore or not?

If it is hardcore, does it mean we only can use pins nearby PHY as ddr2 IOs, is it right?

    DDR2 PHY isn't fully hardwired, but uses specfic hardware resources and dedicated pins, as described in the hardware manual and the DDR2 MegaFunction user manuals.

    Thanks for reply. I think DLL/PLL should be specific hardware resource which are used by DDR2 PHY.

    My question is that what the dedicated pins mean? are they functional IOs used for ddr2 command/address or dq/dqs ios?
