implement Memory using Logic

Hi, I'm working in a design using the CIII. I'm usin ROM to store ,mif files. My design took two much memory but a few logic and the quartus can't fit the design in my device. I just wondering ...

To store data there are three options:

memory blocks

registers (of the fabric)

wires (for constants)

see if you can use the last two options.
