how to create a user-defined library

Hi all,

I downloaded fixed point pakage from http://www.vhdl.org/vhdl-200x/vhdl-200x-ft/packages/files.html, its user guide tells me that the files including math_utility_pkg.vhdl and ixed_pkg_c.vhdl should be compiled into library"ieee_proposed".

My problems are :

1. how to creat library "ieee_proposed".

2. how to add this packge to the library "ieee_proposed".
