How do I open the Plug-in manager in Quartus prime 16.0 ?

I'm using Quartus Prime Lite 16.0. I need to add the ALTPLL megafunction to my bdf. I cannot find the Insert Symbol option under Edit Menu, which usually led to the Plug In manager MegaWizard.
