this problem has been resolved. when i try to modify some bytes in one sector/block, the fpga run by mistake, but when i wrote the whole block including the different bytes, it's ok! i don't know why. when it run by mistake(under modifying the different bytes), i downloaded an sof file into fpga(not epcs) in quartus, and run nios ii, i read the whole block, i found the whole block was filled with "0xFF".
