Frequency counter with Altera

Hello, I have a draft measure with a frequency up to 1 ghz with Max II , I do not know which component to choose, I want to use a measure of reciprocal method . is that someone has a code...

You won't get anywhere near to 1GHz with a MAX II device. I think you need to reconsider or explain your requirements with a little more detail.
