according to the Cyclone V Device Datasheet, section Configuration Specifications, Configuration Files:
Cyclone® V GX C3 => recommended flash memory EPCQ32
C4 => EPCQ128
C5 => EPCQ128
C7 => EPCQ128
C9 => EPCQ256
or 3rd Party Flash Support from Micron MT25Q device family.
Have you already checked the responses from your previous topic "An alternative Flash memory for Cyclone5" from July 9, 2019?
