EPCS contraints in TimeQuest

Thanks for the response. I did run into that old post. I wasn't sure exactly how relevant it was considering it was addressing the ALTASMI_PARALLEL megafunction. The last comment on that post was from someone basically saying don't worry about it.

I still somehow feel like I should be constraining the EPCS signals.
