EP3C25Q240 is programable but could not be configed

JTAG is ok and it can be programed and can be successfully verified.But the problem is it can not be configed!!!

I use EPCS4N for the configration storage(but seems most ones use EPCS16) ,but it could be work on EP3C16.

The MSEL[2..0] is 010,level is 2.5v.I could probe a very low level clk swing on DCLK when power on,I'm very sure it had not enter the user mode yet,any one could help me or tell me if EPCS4N can be used for EP3C25 in standard AS mode?
