True, an ideal normalised sin^2+cos^2 = 1.

In your case you recover I,Q with values scaled and far from ideal so I wonder why the FM document people have added this term to the denum.

If you don't divide you are likely to get very large value yet the symbol will only swing a fraction near the top so you will still need to divide and you will need to read the remainder of division to extract the symbols then decode them.
