Difference with Arm Cortex A9

Hello,

I have a Cyclone V board, I was wondering what the difference between that chip and the Cortex A9 is? Does the Cyclone A9 have NEON for example?

    Yes.

    The essential difference is the tight integration with the FPGA hardware, resource sharing between processor(s) and FPGA and e.g. upto 100 Gbit/s intercommunication bandwidth.
