DDIO bitclock location and clkctrl blocks

p.s. I just realized that it might help placing clkctrl blocks. But connecting the DDIO megafunction before the clkctrl block directly to the pin.

And using the clock output of the clkctrl block might clock the serdes better later on. Just a hunch. Haven't checked.
