Honored ContributorI have send an Service Request to Altera and got an answer today.
It seems to be a bug in the quartus software, and the workaround is described here: https://www.altera.com/support/support-resources/knowledge-base/solutions/rd10132014_244.html Maybe this solution helps someone else in the future.
