Cyclone IV GX Transceiver failed to upload program

Hi everyone,

I got the error when trying to upload a program to FPGA:

Error: Can't configure device. Expected JTAG ID code 0x028010DD for device 2, but found JTAG ID code 0x020A40DD.

Can anyone help me resolve this issue?

By the way, I am a little confused to identify the chip of the FPGA in Quartus II. From the manual attached with the board, it says that the chip is EP4CGX15BF14. From what I saw the chip on the board, it is EP4CGX15BF14C8N. And from the Device List in Quartus II, there are some similar devices to choose:
