Cyclone IV GX Development Kit?

Is there a dev kit available for the Cyclone IV GX FPGA? I want to get DDR DRAM and PCIe interfaces working before designing these interfaces into my end product. Also, what is the availability...

And what about price? It was 100EU last year, now afaik its 170EU or more?
