cyclone III programming

Hi

When I wanted to program it an error apeared that is:

"Unable to scan device chain. Can't scan JTAG chain. Do you want to open the JTAG Chain Debugger to troubleshoot the JTAG chain?"

I did not have this problem when I used cyclone II.

I'll appreciate if you help me.
