I have designed the board with EP3C120F484 cyclone III. In this board i have used EPCS128 Flash. I am using AS Configuration. But when i started the configuration. The configuration get failed at once. Please provide the remedy for this fault.

Do you have JTAG? Did you try program the SOF file through the JTAG? If SOF programming is working, this means the JTAG is working. You may then try the JIC file programming. What is the error message you see?
