Cyclone III – VCCIO of unused banks

Is it possible to power down the VCCIO voltage on unused banks in Cyclone III devices? If Yes that which banks can be power down and what I must to do – leave unconnected VCCIO or connect they to GND...

Although not a definitive answer, my guess would be no. Your lowest power position would probably be have the VCCIO at 1.2V and have all the IO's defined as output's driving low, with no load attached.
