Cpld Programmer - Progress %98 failed

hi all.

I'm a beginner.

I'm using EPM3064ATC44-10 cpld and usb blaster.

I have a problem, "progress %98 failed."

all Vcc pins connected to jtag Vcc

all gnd pin connected to jtag gnd.

could you help me?
