one advice is you don't want to use Baixun's board.

less people use it.

terasic is much more popular and not expensive so much.

anyway

I have seen the schematic of your board(maybe).

just attache your blaster and press AutoDetect button on QuartusII-Programmer software.

if you can see EP1C6 device?
