Clock Multiplexing problem

Hello.. m a new bie required help related clock switching.My application related to telecommunication field where I have two clocks as input & one output clk which changes dynamically as per input.

I tried switch case, conditional assignment statement, if else statement but still there is shifting & varying output. what other ways to switch between multiple clocks. m using Altera EPM240 cpld.
