CFI for NOR-FLASH not working?

Hi all,

I am trying to enable my NOR falsh(PC28F00BP30EF) using the CFI core in Cyclone IV GX FPGA.

But whenever i program my FPGA through JTAG the CFI core tries to read all the memory locations in my device(which i feel normal for CFI core). But the value is always 0xFF on data which i presume my NOR flash is not working. I tried NIOS flash programmer and MEMTEST template code, nothing seems to work.

    I get ONE card which has same problem, but with NAND Flash.

    I suggest to "scope" cfi_oe_n, cfi_ce_n, a few address line directly at the flash component to see if those signals arrives to the Flash.
