Boundary Scan Test for EPM240T100

I have been using the EPM240T100 part for a long time but never had the need to ask this question. I have looked in the Altera website for everything related to my question but have not found an answer.

I have a board in which the part programs fine but it doesn't function at all. This is not a new design. I have programmed many other parts with the same .pof file and they work fine.

My question is, how do you run a BST test on the part to find out why it doesn't work? I need specific instructions on how the BSDL file can help me diagnose the problem with the part, if possible.

If someone knows step-by-step what to do, I would really appreciate it. I understand you can run the test before and after programming.

Can you run a test, other than what the programmer checks and verifies? Can the Boundary Scan Test diagnose problems with the part itself. If so, how to you run it?
