Board design - how to connect VCC_PGM and does it need to be connected to the configuration memory?

When VCC_PGM is a separate power supply, does that need to be used on the memory connected to the AS_DATA(3:0) pins?

The voltage for every pin including the bank and powerail for main power pin can be found from page 40.

For cyclone V configuration pin, you may take a look at our handbook:
