Arria GX power pin connections

What happens if one or more of the VCCINT pins are not connected to the power supply.

I have some boards that are showing data errors and there is a possibility that the soldering under the device is faulty.

The package is the 1152 pin FBGA.

Is there any way I can determine which pin or group of pins are open circuit. X-Ray is not easily available to me.
