STP works with .sof but not with .hexout

STP inserted design with .sof STP works but when we use the .hexout of the same design for FPGA configuration STP is not getting connected

Please let us know what options we need to enable to make STP works even when we use .hexout file of FPGA

    Could you load the .hexout file using the In-System Memory Content Editor instead of the signal tap? You can find it at Quartus Software, Tools> In-System memory content editor.
