Repair arria 10 GX dev. kit

Hi, I think it is broken by wrong connection. (I used two power source that FMCB(12V/3A) and A10GX-115S(12V/15A))

When the power is connected(S1 is closed), the power LED is out but all the other LEDs are blinking and does not turn the FAN.

can I fix it?

It is broken. I was re-ordered it. T.T
