Problem with FPP programming with part Cyclone V - 5CGXFC3B6U15A7N

Question

Hi,i have design board with the cyclone V part - 5CGXFC3B6U15A7N - and i wish to program is with STM - MCU that connected in FPP mode with flash. i have done the program in the MCU and check the Data line and its seems to be O.K. but the CONF_DONE I/O is not getting up, the speed of the data transfer from the flash to the FPGA is very low as 100khz, that data line have a pull-up resistors and the DCLK signal have a pull-down resistor, can you advice what is the problem ?

Hi Yoram,You mentioned that pull down on DCLK and Data. As per user guide at link below, seems like it cannot be.
