Fatal error using Quartus Pro 19.2 on Win10 server

Hi

When compile A10 project, it will occur a fatal error before fit every time, using Quartus Pro 19.2 on Win10 server. What should we do?

the error is showed in picture.​

there are lots of projects will have this error, including some project once worked well on Win10 PC.

the dll library can be found on the path showed in error message.
