DE-10 Nano board not running bitstreams

I have a DE-10 Nano board from the Terasic self-balancing robot. I am able to program it, and the configuration complete LED is lit, but it does not run the bitstream. I have even programmed the factory image using the test.bat script into flash with the same behavior. Turning it on, I get the CONF_D LED lit, but no self-balancing or any other LEDs (besides power).

Anyone have any thoughts?

    Is your issue solved?

    Have you tried program .sof file into your design? maybe your can try to program sof file first to ensure you design is working properly.
