Cyclone IV

That's not the board I would recommend. Although it could be done, it doesn't have the connections you'll require.

I would look for a board either with the HSMC connectors on it or that already has ADC/DAC on it that can sample your signal at the rate you require.

With this board, you really only have the GX Transceivers and PCIE ports, so you would have to have your data connected through one of those..
