Honored ContributorWhat's the Quartus version you're using on the respective computer? The error seems mysterious, because jtag_client.dll is present in previous and present Quartus versions.
The problem can be expected, if jtag_client.dll has been removed from the quartus/bin directectory, or quartus/bin is missing in the Wndows path definition.
