I try to compile simple project, nios onchip ram and jtag, but nios doaent start and timequest show slack inside nios. Can i run nios on 167MHz frequency?

Depends on which device part number and speed grade you are using.
Refer table-2 of https://www.intel.com/content/dam/www/programmable/us/en/pdfs/literature/ds/ds_nios2_perf.pdf which give the max frequency for fastest speed grade.
