C5G control panel can not connect to Cyclone V GX starter kit

I get 2 popup message when I attempt to connect in my window 10.1 laptop to the Cyclone V GX Starter Kit board :"Fail to find quartus programming utility".The other message is :"download SOPC file(CG5_ControlPanel.sof) fail." The USB Blaster cable is properly connected and the driver is installed. I have not do any programming in the FPGA, it still in it original demonstration program. I am using Quartus II 64 Bit version 13.1.
