Can you share the logging of running "aocl diagnose" and "aocl diagnose acl0"?

I haven't been using the reference manual you linked, but instead the oneAPI ASP Getting Started Guide: https://ofs.github.io/ofs-2024.2-1/hw/common/user_guides/oneapi_asp/ug_oneapi_asp/ . I'll look into the reference manual to see if it might help, however.
I also followed these guides to install the OFS/OPAE software and generate FIMs:
