Why doesn't tx_forceelecidle has any affect on the transmitter output in simulation for Cyclone IV GX devices?

Description

When simulating the ALTGX megafunction for Cyclone® IV GX devices in the Quartus® II software version 10.1, the tx_forceelecidle has no affect on transmitter output in the simulation results. 

To fix this issue install the appropriate patch below.  This patch changes the simulation libraries, so they will need to be recompiled in the simulation software.

Patch 0.44 for the Quartus II software version 10.1

This issue will be fixed in a future version of the Quartus II software.
