Why doesn't the Quartus II pin report show VREF pins being used in I/O banks with HSTL or SSTL output pins?

Description

The Quartus® II pin report will not show VREF pins being used if the bank where the VREF pin is located contains only HSTL or SSTL output signals. VREF pins are only referenced by SSTL or HSTL receivers (I/O configured as inputs or bi-directional pins).
